Himachal extends operating life of tourist permit vehicles to 15 years

The Himachal Pradesh government has announced a major relief for operators of All India Tourist Permit (AITP) vehicles by extending their maximum operational life from 12 years to 15 years. The decision is expected to benefit thousands of vehicle owners associated with the tourism and transport sectors, helping them reduce costs and continue their businesses for a longer period.

Deputy Chief Minister Mukesh Agnihotri, who also holds the transport portfolio, said the Transport Department has already issued the required orders and notified the Standard Operating Procedure (SOP) to implement the revised rules. The move comes after repeated demands from transport operators who had been seeking an extension for several years.

Relief for transport operators

For many vehicle owners, replacing a tourist vehicle after 12 years can be a major financial challenge. Purchasing a new vehicle often requires a significant investment, and many small operators struggle to arrange funds for replacement while maintaining their businesses.

The extension of the operational period to 15 years means that eligible vehicle owners can continue using their vehicles for an additional three years, provided they meet all regulatory requirements. The government agreed that extending the operational period could provide meaningful support to transport businesses, particularly at a time when rising costs of vehicles, fuel, maintenance and insurance have increased the burden on operators.

Agnihotri said the implementation of the revised rules would help strengthen the livelihoods of people associated with the tourism sector. Many families depend directly or indirectly on tourist transport services, including taxi operators, drivers, vehicle owners and support staff.

The tourism industry in Himachal Pradesh attracts millions of visitors every year. Tourist vehicles are often used for sightseeing, airport transfers and travel between major destinations such as Shimla, Manali, Dharamshala, Dalhousie and Kullu. The Deputy Chief Minister also revealed that he had actively pursued the matter with Union Road Transport and Highways Minister Nitin Gadkari. He said he highlighted the concerns faced by AITP taxi operators and requested consideration of their long-standing demand.

Conditions for continued operation

While the extension offers relief, the government has made it clear that only vehicles meeting prescribed standards will be eligible to operate for up to 15 years.

Under the revised provisions, AITP vehicles that have completed less than 15 years since registration can continue operating if they satisfy all mandatory requirements laid down by the Transport Department.

One of the most important conditions is obtaining a valid fitness certificate. This document confirms that the vehicle meets safety standards and remains suitable for road use. Regular inspections help ensure that older vehicles continue to operate safely without posing risks to passengers or other road users.

Vehicle owners must also maintain a valid registration certificate. In addition, they are required to carry active motor insurance coverage to comply with legal requirements and provide financial protection in case of accidents.

Another mandatory requirement is a valid Pollution Under Control (PUC) certificate. This measure ensures that vehicles meet environmental standards and helps reduce harmful emissions. As environmental concerns continue to grow, authorities are placing greater emphasis on pollution control and sustainable transport practices.

Owners must also provide proof that all applicable taxes and government dues have been paid. Compliance with tax regulations remains an important condition for continuing operations under the extended service period.

The government has further clarified that operators must comply with all other statutory requirements specified under transport regulations. Vehicles that fail to meet these conditions may not be allowed to benefit from the extension.

Officials believe the combination of extended operational life and strict compliance requirements strikes a balance between supporting businesses and maintaining public safety. The policy allows vehicle owners to maximize the use of their assets while ensuring that roadworthiness standards are not compromised.
